Wanting to know if the day rating is in reference to fishing quality, or weather in general,, I assume it is related to fishing but it is not clear, thanks for the info.

It's a rating of fishing/hunting potential for that day based on solunar activity. These star ratings can be amplified/diminished based on things like wind, sun, precipitation, barometric pressure. Use the stars as a guideline. If you see a five star day and the weather says that a big front will be moving through the day after....it's on! I just had something very similar happen on a trip to Lake Winnipeg ice fishing for walleye.
